EMPLOYMENT PROGRAM

RECRUITING
During the reporting period, WYES has suffered continuous extreme devastation, both from the natural disaster of Hurricane Katrina & also the loss of its staff due to budget constraints.
The Station's previous recruiting efforts were devoted primarily to filling current job openings. Recruiting was not as focused on our intern and volunteer programs. In order to improve this area and to increase the station's visibility in the community, members of the station's management attended a job fair partnered by both Goodwill Industries and the LA Department of Labor. The response from the job fair was productive.

The station lists all job openings on its web site. Listed are the recruitment sources used for each job opening, positions filled, the recruitment source for each applicant interviewed, and any outreach initiatives.
An on-air announcement is made to encourage applicants to apply for positions at WYES and encouraging references.
The announcement gives the station's mailing address, telephone number, and email address and encourages business to refer applicants to the station. Our previous commitment to have station personnel meet with representatives from recruitment sources such as local universities and various other minority groups have been put on hold also due to the extreme devastation in our area. This year they met with representatives of two local colleges. The plan is to continue these visits on a regular basis.
The Initial meeting was held with University of New Orleans . The university holds a student career center which we post our positions on the website. The station's employment needs, along with our intern and volunteer Programs, were discussed. Much of the discussion revolved around how the university's resources could better help the station's efforts and identified programs that they could offer us.
The next meeting was with Dillard University . The university offers a number of programs that would be of interest to the station, in particular, their communication and computer training departments. They suggested that, in addition to assisting our recruiting process, they could participate in our on-air weekly shows and other fund raising events.
WYES' ongoing hiring procedures are designed to insure equal employment opportunities. WYES' has always sought applicants without regard to race, sex, age, or national origin. Every job opening is handled in a consistent manner. For each job opening, an announcement is formulated by the personnel department. The announcement includes a job description, and applicant requirements for the position. It is posted in throughout the stations internal email staff accounts. The posting process seeks to encourage internal promotions by giving employees first notice when vacancies occur. Any employee applying for a position is considered solely on the basis of his or her qualifications.
If an employee is not hired for the vacant position, an advertisement for the job vacancy is placed in the local newspaper, The Times Picayune along with an assortment of local, regional, and national minority job placement agencies along with colleges with significant minority enrollment. All job openings are also posted on the station's website. In addition, the state employment office and other agencies and colleges are notified. A list of services used and information regarding the number of referrals from each source is enclosed.
After reviewing all applications, those applicants seriously considered are contacted and then interviewed.
An applicant's list form is used to summarize information on each applicant interviewed. A copy of the form is enclosed. After the position has been filled, a letter is sent to all applicants requesting information on their referral source, race and gender. After receiving the information, the personnel department compiles the information and the station's management reviews and evaluates the effectiveness of the station's EEO program in attracting minority and female candidates.
Management & Review
The station's management is deeply involved in the station's Equal Employment Opportunity Policy. Not only do they monitor the effects of its recruiting efforts but they are also review the entire employment process. As part of the station's Equal Employment Policy, it is the responsibility of all officials and department heads to insure non-discrimination in every aspect of employment. They are required to work actively toward the effective implementation of this policy.
It is the responsibility of the station's Equal Opportunity Officer (Director of Finance & Controller) to review and monitor these employment practices and to monitor the effort of the station's management in implementing the policy. It is also the Officer responsibility to receive and take action on any complaint from an employee who believes he has been subjected to discrimination. Employees are encouraged to report any violations and an open door policy is available to report any violations.
Employees are made aware of the Station's Equal Employment Opportunity Policy by its inclusion in the Station's Personnel Policy Manual and it is posted on the station's bulletin boards.
INTERN & TRAINING PROGRAMS
WYES-TV has a long-standing tradition of educating the community through its programming and station activities.
The station's intern and training programs have aided the broadcast careers of numerous individuals who have participated in the program.
The intern program provides hands on education for students interested in or involved in television production. Interns are given the opportunity to work on taped and live studio productions, which include on-air Auctions and Membership Drives, Political and Cultural Events shows along with local documentaries. In addition to studio work, Interns are also involved in field production.
Some of the technical equipment they learn to operate includes equipment such as the Chyron electronic graphics machine and Teleprompters. In summary they are trained in almost every aspect of television production. After their internship has been completed, many of the interns return to WYES as full time employees as production positions become available at the station.
In addition to its Intern Program, WYES-TV has been involved with Cox Cable of New Orleans in a successful partnership to provide training in Broadcasting and Production for minorities and women. The program was initiated as part of the franchise agreement between Cox and the City of New Orleans . As with the intern program the philosophy is to provide “hand-on” experience rather than formal academic lecturing. The training period is for twenty-four months. The trainees receive compensation and benefits equivalent to those paid to WYES employees in entry-level positions.
The trainees are generally assigned to areas of Program Production, Production Support, or Engineering.
In Program Production the trainees do research on programs, function as an associate producer, learn to write scripts for television and are trained as a television director. The trainees learn on real television productions.
The productions may be aired nationally on the Public Broadcasting Service, WYES' Local audience, or for commercial clients.
In the area of Production Support trainees learn to operate cameras, to light, construct, set-up studio sets and to do field camera work.
In the area of Engineering, the interns learn the fundamentals of television's technical operations. They learn to operate a variety of broadcasting equipment.
They work with videotape machines, monitor the station's on-air signal quality, and to switch program material live on the air. They also are trained on basic equipment maintenance functions.
As with the station's intern program, many of the station's trainees have gone on to full time positions with WYES or with other commercial stations or production companies.
